FRM一级没有过不能直接考二级的。GARP官方虽然允许FRM一二级同时报名，但FRM一二级考试需要按顺序通过。
关于FRM考试通过顺序，GARP官方说明原文如下：
Part I and Part II each have a maximum allowable time for completion of four hours.
It is important to note that Part I and Part II must be passed sequentially.
Therefore, while it is possible to sit for both parts of the Exam on the same day, you must receive a passing score on Part I of the Exam before GARP will score your Part II Exam.
Most candidates elect to take Part I and Part II on separate Exam administrations.
