不可以直接考FRM二级的，GARP官方明确说明，虽然允许同时报名FRM两级考试，但FRM一二级要按顺序通过。
关于FRM两级一起考的官方说明如下：
Part I and Part II each have a maximum allowable time for completion of four hours.
It is important to note that Part I and Part II must be passed sequentially.
Therefore, while it is possible to sit for both parts of the Exam on the same day,
you must receive a passing score on Part I of the Exam before GARP will score your Part II Exam.
Most candidates elect to take Part I and Part II on separate Exam administrations.
需要提醒各位考生的是，虽然FRM可以同时报名两级考试，但FRM一二级要按顺序通过。
大多数考生都选择的是分开考试FRM两级，高顿老师也建议大家稳妥进行。
而且，GARP官方也未曾说明有免考。因此综合来看，是不可以直接考试FRM二级的。
